Who We Are

Elm Creek Citizens Association (ECCA) Volunteer Fire Department was established in
1978. We are an all-volunteer fire department and first responder service for the
Elm Creek area — roughly 84 square miles of Taylor County, Texas.

We are a non-profit, donation-funded, volunteer organization, and we take the job of
protecting lives and homes seriously.

What that means out here

There is no paid crew. Every person who answers a call has another job and a family,
and leaves both when the pager goes off. The district is mostly county road and long
private drives, so getting to you quickly depends on knowing where you are — which is
why we make and install reflective 911 address signs.

How we're funded

Almost entirely by the people we protect. Annual dues and
donations pay for fuel, insurance, turnout gear, and keeping aging trucks
in service. There is no tax base behind this department.

Coming to a meeting

Meetings are open to anyone in the district — you do not have to be a member, and you
do not have to want to ride the truck. There are more ways to help than there are
